CEPiK 2.0 – new products and the most important changes

Recently, the Central Vehicle and Driver Registration System (CEPiK) has been seriously modified in our country. Before we deal with the changes introduced, it is worth explaining what this system is. This system is a very rich database of information about drivers and motor vehicles. Its task is to protect the interests of you and vehicle owners. The database contains detailed CEP and CEK registers. In this article, we will explain the terms mentioned and check what changes have been introduced in the system called CEPiK 2.0. We will check exactly what it brings to the vehicle owner and what facilities it offers.
Assessment of the CEPiK system
The CEPiK system basically consists of two separate record systems. Two, although their interdependence is required for persons authorized to obtain information about both the vehicle itself and its owner or the person authorized to drive it. Therefore, CEPiK consists of CEK, i.e. driver records, which:
- contains information about vehicle owners,
- has accurate information about his driving license,
- contains information about permissions that have been temporarily or permanently revoked.
The second register located in the central CEPiK system is CEP. It contains the maximum amount of information about vehicles owned or driven by given methods, i.e.:
- brand and model,
- technical data,
- accurate vehicle documents,
- information about its owners,
- information about road incidents involving him,
- data from technical tests,
- insurance information.
All information contained in the CEPiK system may be made available to interested groups of institutions. These groups include, for example, the police and the Road Transport Inspection. It is on the basis of the information contained in the central database that reports on registered vehicles and issued driving permits are created.
The need to improve and expand the system
The first generation of the CEPiK system was not perfect, so it was time to improve it. Significant changes have come into force in the rights and obligations of drivers, vehicle owners, people wishing to sell and purchase them, and many others. Uniformed services have also received many new powers, which translates into simplification of their activities. So, the need to update the record system has become mandatory.
Changes in records simplify many difficult and previously time-consuming record procedures. They also improve the exchange of information between owners and state authorities or insurance companies. Please remember that they are dictated by the amendment to the Road Traffic Law.
Changes brought by the CEPiK 2.0 system
Many people are certainly wondering about the changes that have taken place in the CEPiK system. Well, they include:
- Changes regarding additional information in CEP - the database includes security measures that have been imposed on a given vehicle. This should be understood as property security for the vehicle, as well as security for its seizure by an enforcement authority, for example a bailiff.
- Changes regarding the conduct of mandatory technical vehicle inspections. Technical inspection fees must be paid before the technical inspection is performed. This has been the case in other European Union countries for a long time. Moreover, if this service is settled on the basis of a VAT invoice with a postponed payment date, then there is an exception to this rule. The fee may be paid after a technical inspection.
- Changes in the Insurance Guarantee Fund. The point is that the Fund will be obliged to provide information to CEP about damage that occurred in the case of uninsured cars. In addition, the Fund will have to provide information about the vehicle in question. This happens when the vehicle qualifies for another technical inspection due to a road accident and there is a concern about road safety due to its participation in road traffic.
- The changes also include additional powers of the Border Guard - i.e. the possibility of retaining temporary driving permits and registration certificates.
In addition, in the near future, vehicle manufacturers and importers will be obliged to submit information regarding approval for an electronic catalog of vehicle brands and types.
A few words of conclusion
Changes coming into force. Their job is to make communication and obtaining information as easy as possible. This is of great importance, among others, during routine road checks, when for some reason the driver does not have the documents required in such situations. This will significantly simplify the entire procedures and eliminate the suspicion of possible irregularities. In addition, granting significant powers to the services will help determine the driver's identity and the history of the vehicle he is driving. Therefore, changes in the CEPiK system will be good for drivers and vehicle owners.
